Defeat is Victory - health care measure pulled

In Ohio, petitioners just gave in to pressure and withdrew their ballot measure mandating paid sick leave for all Ohio workers. The Ohio House speaker (a Republican) responded with this:
“This is a victory for all Ohioans. This proposal would have hurt Ohio businesses and driven jobs out of our state. It was poorly crafted, confused voters and would have placed Ohio at a significant disadvantage to compete with other states, much less in the global economy,”
No guarantee of staying home for a day without losing pay, whether you have a cold or cancer.  Some victory.

The article states that Ohio would have been the first state to have such a law. I wonder why other states don't.
